Must the "Public Sharefolder client" also be installed on the "Public ShareFolder server"?

No. The "server" connect directly over the installed Outlook^®on the “Server PST file”. The server is to be understood as the PC, which the others want to access. The Clients accesses the Server PST. The Outlook^®on the server is still connected to the Server PST file.
