I cannot delete items in the
"Public Folder", although I have the right to delete.
The attempt to delete any items provoke this error messages

You do not have the right to implement this procedure..
Outlook® 2003
It was tried to implement an invalid procedure on this element (it
is this message?)
The right to delete items presupposes the right to write items in
the folder “Deleted Objects”. Each deleted item provides a new
object in the file „Deleted Objects“
Give to the user in the folder "Deleted Objects" the right to write
messages (and folders).
Close now all windows and create a new email, click on "To" and now you
must see the Public Contacts in your Outlook Addressbook.
