I have the following specs and i want to play latest games like need for speed shift 2 and assassin's creed brotherhood
System model: Dell OptiPlex 755
OS: Windows 7 Ultimate N 32-bit (6.1, build 7600)
Processor: Intel core 2 duo CPU E6550 @2.33 GHz
RAM: 1 GB
Video card: Intel GMA 3100

I don't know how a dual core would play new NFS games because i only have NFSMW for pc and i can run that maxed absolutely no prob.im also sure I could play assassins creed flawlessly. but what I would do is get a Quad core CPU, at least 2GB's of ram and at least a Nvidia 9500 video card. also you forgot to mention what type of ram you have. DDR2 or DDR3. my specs are
CPU: AMD Dual Core 2.21Ghz
GPU: Nvidia 9800GT 512MB
MOBO:ASUS M4A77D
RAM: 3GB of DDR2
and i can run most of my games on high to maxed settings. only games i have trouble with are GTA 4, Crysis, The Witcher.
Crysis runs at around 32 fps on med settings (because of my CPU) and the witcher runs at about the same on high settings
Games i have no prob with are
Gears of war, COD 1, 2, 4, 5 and 6. Pure, WOW, Oblivion, Fallout, Dragon Age, Mass Effect, Medal of honor airborne, Halo 2, GTA SA, Command and conquer generals, spore, borderlands, DOOM 3, Mirrors Edge, FEAR, Left 4 dead, Metro 2033, quake 4, UT3. whew that was a lot of typing. but there are some examples of what those specs can play. I am going to be upgrading to a AMD 955 soon. then I will be able to play anything no prob. also a helpful site: http://www.systemrequirementslab.com/cyri/
And make sure you do research on your computer first. see if it is worth upgrading. dont upgrade something that does not have poetical. hope this helped.
