1st always check the cables and triple check them (use multiple to see if it is a bad cord). Some of my stupidest mistakes have been when I didn't plug in the power cord and called tech support because I couldn't turn it on. Then I would check Drivers/Video card.
If the drivers and video card support the monitor/TV in question then I would check resolution.
Usually when you plug a computer into a new monitor/TV the computer needs to be in the lowest resolution so that the new monitor/TV can recognize it. Then once it is recognized you should be able to adjust the resolution to desired specifications.
If not the resolution then it may be that your settings are not set for TV. Go to your properties and set your TV as the monitor. Right click on your desktop then select properties. Then go into the advanced settings tab and select the TV as your monitor (this option may be located in your video card tab).
