What is a good and cheap desktop computer?
I currently have a pretty old Dell computer, not really sure about the specs but its slow, Windows XP and only has 80GB of internal memory on the C drive (Don't know if its relevant but yea) so I want to get a better one. I won't be using it for gaming a lot and it doesn't have to be the top of the range. I'm not really looking at upgrading or building my own PC, it seems like too much of a hassle to me so I just want to buy a good, cheap, value-for-money, ready-made one.
It would also be very helpful if you could tell me how I can get all the programs and data saved onto my current desktop onto my new one once I get one. Thanks!

If "cheap" and "value for money" are your key goals, buying a new computer is probably not the best choice. You really would be better off doing simple upgrades to your computer, because a $50 memory (RAM) upgrade is likely to speed up your computer just as much as any new computer you could buy for under $500. Also, staying in your current system would save you the hassle of trying to transfer all of your current data. Unless your hard drive (the 80 GB) is full, there's really no need for more than that.
Otherwise, if you insist on buying a new machine, HP is probably the way to go on a small budget. If you can afford it, Apple will get you the most bang for your buck, but that's not "cheap." If you buy from a walk-in store like Best Buy or a local computer store, the store can help you transfer your data, but may charge you a premium for it. Since your old hard drive is smaller than most inexpensive external hard drives, you can easily purchase a $100 or less USB hard drive to copy all of your data to. Programs on Windows cannot be transferred from one PC to another, so you will have to reinstall them from the CDs or downloaded files. Like I said, upgrading your old PC is a lot less work and a lot less money, so that would be my first recommendation.
Decent specs is a pretty subjective definition. As a "rule of thumb" I would probably steer clear of any computer that didn't have 2 gigabytes of RAM and 2 gigahertz processor (for a desktop). Any hard drive size over 80 gigabytes should be sufficient for most people's everyday needs. For a laptop or netbook, you can have slower processor speeds because the "Atom" and "Centrino" processors are optimized for battery life; these processors are OK at speeds of 1.6 GHZ or more.
The system requirements and recommendations from Microsoft for Windows 7 are an excellent way to decide on a "good" system configuration. Microsoft says that a minimum PC should have:
1 gigahertz (GHz) or faster 32-bit (x86) or 64-bit (x64) processor
1 gigabyte (GB) RAM (32-bit)
16 GB available hard disk space (32-bit)
DirectX 9 graphics device with WDDM 1.0 or higher driver
Almost every PC on the market today from a legitimate vendor will meet those specs, as well as nearly every PC made in the past 5 years, although some older PCs, like my 2005 IBM Thinkpad, will need a memory upgrade. With recommendations like that, though, it's a good rule of thumb to double the minimum, which is the basis of the spec that I laid out above.
Personally, I define a "decent" PC as one that is reliable, fast, easy to use, and I don't have to worry about viruses or spyware. To my ears, the only PC on the market that meets that spec is the Mac, so that's what I buy. They're a bit pricey, partly because they come better equipped than most PCs and have much better software and support, but honestly if you want to get a new computer to avoid the problems that eventually bogged down your old one, you should look into buying a Mac.
